The Demise of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of opposing developments captured the harsh reality of the current period. By day, political struggles are fought: optimistic declarations are delivered from multiple capitals. Immense energy is allocated on managing specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capability provided through up-to-date information. From witness perspectives, defense planes that had been deployed to intercept incoming aerial threats flew past – modern combat jets delivered to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons engaged: several firings deployed against a incoming threat. This was a modern interception technology at work, probably provided by allied countries. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: perhaps the incoming missile won't cause damage this time, sparing the city from catastrophe and another blackout.

Ongoing Risks

Soon after, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the shots failed to hit the hostile drone – it maintained course toward its target.

Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on external assistance – a dependence that regional partners are demonstrably unable to replace in the near term.

Failed Diplomacy

The 28-point plan from Washington provoked deep reactions, debate and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and bilateral conferences.

Every new approach from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually win the battle. This trend will, certainly, persist.

Tactical Assessments

It is convenient to criticize specific actors of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership operates on a principle understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The American government presumes that it is impossible to compel Moscow to relinquish the land that it already controls in Ukraine's occupied territories.

The problem is that while recognising this factual reality, American administration does nothing to discourage Russia, through words or deeds, from believing that the situation will not change more in its benefit in the months ahead.

Opposing Positions

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will persist as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a entire defensive failure until conditions improve in its favour.

Current Realities

Factually, there are no genuine requirements for a truce. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and secure international recognition, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their objective will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a only one week to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.

While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to modify developments, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
